State highway encroachment provisions pass

Senators passed a bill May 19 pertaining to the use of state highways and right-of-ways for special events.

LB589, introduced by Papillion Sen. Jim Smith, allows a county, city or village temporary use of the state highway system, other than a freeway, that is located within its jurisdiction for special events.

Under the bill, the county, city or village will be liable if damages or injuries occur during the event.

The bill passed on a 45-0 vote.
