{"id":3158,"date":"2011-02-04T17:48:38","date_gmt":"2011-02-04T23:48:38","guid":{"rendered":"http:\/\/update.legislature.ne.gov\/?p=3158"},"modified":"2013-03-11T15:52:24","modified_gmt":"2013-03-11T21:52:24","slug":"3158","status":"publish","type":"post","link":"https:\/\/update.legislature.ne.gov\/?p=3158","title":{"rendered":"Bill would expand preferred drug list"},"content":{"rendered":"<p>The Health and Human Services Committee heard testimony Feb. 4 on a bill that would expand the Nebraska Medicaid Preferred Drug List.<\/p>\n<p>LB466, introduced by Grand Island Sen. Mike Gloor on behalf of the governor, would add antidepressants, antipsychotic and anticonvulsant therapeutic drug classes to the list, which was established by the Legislature in 2008.<\/p>\n<p>Gloor said the list currently contains 64 classes of drugs and a committee, in conjunction with the state Department of Health and Human Services, determines the best and most cost-effective medications on the market for inclusion.<\/p>\n<p>The three classes included in LB466 were not included in the original legislation, Gloor said, but the state\u2019s current fiscal situation has led to a reconsideration of that decision. The bill would save Nebraska just under $2 million over the next two fiscal years, he said.<\/p>\n<p>\u201cAdding these [classes] would provide appropriate pharmaceutical care to Medicaid recipients in a cost effective manner,\u201d he said, adding that current Medicaid patients would be grandfathered in and could remain on their current drug regimens. In addition, he said, exemptions could be provided for new patients if a medical reason is given for using a non-preferred medication.<\/p>\n<p>Kerry Winterer, chief executive officer of HHS, testified in support of the bill, calling its passage \u201cessential\u201d to the governor\u2019s budget.<\/p>\n<p>\u201cThese classes consist of mostly brand name drug products,\u201d he said, meaning that the savings from including antidepressants, antipsychotics and anticonvulsants would be greater than for other classes of drugs.<\/p>\n<p>Linda Jensen of the Nebraska Nurses Association testified in opposition to the bill, saying the biochemical variations between different antipsychotic drugs can greatly impact their effect on patients.<\/p>\n<p>\u201cFinding the most helpful medication and dosage can take a lot of trial and error,\u201d she said. \u201cPeople can recover, they can get better and have productive lives, but they have to have the right meds.\u201d<\/p>\n<p>Dr. Cheryl Buda, an Omaha psychiatrist, also testified in opposition, saying the bill could increase psychotic episodes, incarcerations and hospitalizations as patients are transitioned between drugs in order to comply with a preferred drug list.<\/p>\n<p>\u201cSwitching meds is probably the number one factor that leads my patients to hospitalizations,\u201d Buda said.<\/p>\n<p>The committee took no immediate action on the bill.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Health and Human Services Committee heard testimony Feb. 4 on a bill that would expand the Nebraska Medicaid Preferred<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"colormag_page_container_layout":"default_layout","colormag_page_sidebar_layout":"default_layout","jetpack_post_was_ever_published":false,"_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":"","jetpack_publicize_message":"","jetpack_publicize_feature_enabled":true,"jetpack_social_post_already_shared":false,"jetpack_social_options":{"image_generator_settings":{"template":"highway","default_image_id":0,"font":"","enabled":false},"version":2}},"categories":[12],"tags":[75],"class_list":["post-3158","post","type-post","status-publish","format-standard","hentry","category-health-and-human-services","tag-sen-mike-gloor"],"jetpack_publicize_connections":[],"jetpack_featured_media_url":"","jetpack_sharing_enabled":true,"_links":{"self":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts\/3158","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=3158"}],"version-history":[{"count":5,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts\/3158\/revisions"}],"predecessor-version":[{"id":3162,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts\/3158\/revisions\/3162"}],"wp:attachment":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=3158"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=3158"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=3158"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
