Lynne Walz<\/figcaption><\/figure>\n<p>LB956, introduced by Fremont Sen. Lynne Walz, would require notice of material changes to an agreement between health care providers and a managed care organization. Under the bill, providers would receive:<br \/>\n\u2022 90-day notice of any material change;<br \/>\n\u2022 a proposed effective date of the change;<br \/>\n\u2022 a description of the change;<br \/>\n\u2022 notice that the provider can accept or reject the change;<br \/>\n\u2022 contact information for the managed care organization;<br \/>\n\u2022 the opportunity to meet with the managed care organization; and<br \/>\n\u2022 a copy of the entire agreement after three material changes in 12 months.<\/p>\n<p>LB956 defines a material change as one that decreases a provider&#8217;s payment or compensation, or changes the administrative procedures in a way that may reasonably be expected to significantly increase the provider&#8217;s administrative expense, including altering an existing prior authorization, precertification, notification or referral program or specific edits.<\/p>\n<p>Walz said providers in Nebraska have suddenly, and without warning, stopped being paid for services, which can lead to care delays for patients.<\/p>\n<p>\u201cThe current notification process is not nearly substantial enough,\u201d Walz said. \u201cThis has caused a number of issues.\u201d<\/p>\n<p>A Health and Human Services Committee amendment, adopted 42-0, added provisions of Walz\u2019 LB955 and LB1105, introduced by Blair Sen.
