{"id":2393,"date":"2010-11-30T20:14:51","date_gmt":"2010-11-30T20:14:51","guid":{"rendered":"http:\/\/srvupdate\/?p=2393"},"modified":"2013-03-12T09:11:40","modified_gmt":"2013-03-12T15:11:40","slug":"progress-of-youth-services-reform-discussed","status":"publish","type":"post","link":"https:\/\/update.legislature.ne.gov\/?p=2393","title":{"rendered":"Progress of youth services reform discussed"},"content":{"rendered":"<p>The <a href=\"http:\/\/news.legislature.ne.gov\/hea\/\" target=\"_blank\">Health and Human Services Committee<\/a> heard testimony Nov. 30 on the progress of efforts to reform the state\u2019s child welfare and juvenile services system.<\/p>\n<p>LR568, passed during the 2010 regular session, calls for an examination of the state Department of Health and Human Services\u2019 implementation of changes to juvenile services intended to reduce out-of-home care, the effectiveness of public-private partnerships and the impact of recent reforms on the state\u2019s ability to meet various federal guidelines regarding the safety and well-being of juveniles receiving state services.<\/p>\n<p>Kerry Winterer, chief executive officer of DHHS, said the department is learning from experience and acknowledged that the reform process has not been smooth.<\/p>\n<p>\u201cReform has not gone as we planned,\u201d he said. \u201cBut we are serious about doing it right and we believe that we are on the right path.\u201d<\/p>\n<p>Todd Reckling, director of the division of children and family services, agreed.<\/p>\n<p>\u201cWe know we can do better,\u201d he said. \u201cWe want to do the right thing for kids.\u201d<\/p>\n<p>And the right thing for kids, according to Reckling, is to keep them in their homes if at all possible.<\/p>\n<p>\u201cKids grow best in their own homes,\u201d he said, noting that Nebraska historically has had one of the highest child removal rates in the country. \u201cOn any given day, more than 4,000 Nebraska children are away from their families.\u201d<\/p>\n<p>Reckling said the current focus of reform efforts is to shift case management from DHHS to the state\u2019s two lead contractors, KVC Behavioral HealthCare Nebraska and the Nebraska Families Collaborative.
