Paul Schumacher<\/figcaption><\/figure>\n<p>LR269CA, introduced by Columbus Sen. Paul Schumacher, would place the issue on the November 2018 general election ballot. If approved by voters, the Legislature would be constitutionally authorized to delegate complete or partial sovereignty to an area of the state, not to exceed 36 square miles in area, with a population density of 10 people per square mile. The sovereignty agreement would not exceed 99 years.<\/p>\n<p>Schumacher said the measure would promote a statewide discussion about the trends, possibilities and consequences impacting the future of Nebraska. He said a large international company like Amazon could view the project as a perfect self-contained city to support its corporate goals.<\/p>\n<p>\u201cThis concept is about the long-range future of the state and the issues that we face,\u201d he said. \u201cSome are uncomfortable, some are difficult and some would be easier just to avoid. But they are at the core of our future.\u201d<\/p>\n<p>Crete Sen. Laura Ebke supported the measure. She said the idea would not appeal to everyone, but could be an interesting experiment in small government.<\/p>\n<p>\u201cFor those of us who think taxes are too high, this idea is very appealing,\u201d Ebke said. \u201cIt\u2019s exciting to think about the possibilities.\u201d<\/p>\n<p>The newly created city could be the thing that sparks significant economic development in western Nebraska, said Henderson Sen. Curt Friesen in support.<\/p>\n<p>\u201cWhen you look at the risk, it\u2019s not that great,\u201d he said. \u201cWe might find out what free enterprise can do when it\u2019s untethered from all the fees and permitting.\u201d<\/p>\n<p>Opposed to the measure was Gothenburg Sen. Matt Williams. He agreed that there is a need to do something to encourage growth in rural Nebraska, but he doubted that a newly created city could sustain itself.<\/p>\n<p>\u201cWe want to keep rural America and rural Nebraska alive, but doing that in an artificial way won\u2019t work because many of these things require population density,\u201d Williams said. \u201cWhat does work is making sure we maintain our strong education system and maintaining our strong medical facility institutions.\u201d<\/p>\n<p>Sen. Carol Blood of Bellevue also opposed the measure. She said Schumacher\u2019s comparison to Brasilia, a planned city in Brazil that promised similar \u201cutopian\u201d ideals, is concerning because the project has been a failure. The city was planned to accommodate 500,000 people, both rich and poor, Blood said, but is now home to over 2.5 million primarily rich people.<\/p>\n<p>\u201cWe promote utopia and that is what is being done here,\u201d she said. \u201cI have yet to see a utopian government or idea truly be successful because usually the people who benefit from it are the rich and the rich.\u201d<\/p>\n<p>The proposed constitutional amendment failed to advance on a 19-19 vote.
