{"id":18985,"date":"2016-03-21T16:36:16","date_gmt":"2016-03-21T22:36:16","guid":{"rendered":"http:\/\/update.legislature.ne.gov\/?p=18985"},"modified":"2016-03-21T16:36:16","modified_gmt":"2016-03-21T22:36:16","slug":"public-assistance-research-exemption-advanced-2","status":"publish","type":"post","link":"https:\/\/update.legislature.ne.gov\/?p=18985","title":{"rendered":"Public assistance research exemption advanced"},"content":{"rendered":"<p>A bill aimed at promoting research on the impact of poverty on children was amended and advanced from select file March 21.<\/p>\n<p>LB1081, sponsored by Lincoln Sen. Kathy Campbell, would allow low-income Nebraskans to be part of a nationwide study on the impact of poverty on early childhood development.<\/p>\n<p>The bill would exclude the following types of public assistance from a participant\u2019s income when determining eligibility:<br \/>\n\u2022\tthe child care subsidy program;<br \/>\n\u2022\tthe low-income home energy assistance program;<br \/>\n\u2022\tTemporary Assistance for Needy Families (TANF); and<br \/>\n\u2022\tSupplemental Nutrition Assistance Program (SNAP).<\/p>\n<p>The exclusion would be limited to $4,000 per year for four years and would be discontinued at the end of 2022.<\/p>\n<p>Omaha Sen. Heath Mello offered an amendment, adopted 30-0, which incorporated provisions of his LB701. The amendment would extend provisions under the state\u2019s public assistance statutes relating to education work requirements.<\/p>\n<p>Mello said Nebraska law currently allows certain educational opportunities\u2014such as hours spent working toward a GED, diploma or associate degree\u2014to count toward core work requirements for the purposes of a self-sufficiency contract under the Aid to Dependent Children (ADC) program.<\/p>\n<p>\u201c[These educational activities] are key for families working to move out of poverty and ultimately transition off of state public benefits,\u201d he said.<\/p>\n<p>The amendment would remove the termination date of the provisions, which had been set for Dec. 31, 2016.<\/p>\n<p>Following adoption of the amendment, the bill advanced to final reading by voice vote.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A bill aimed at promoting research on the impact of poverty on children was amended and advanced from select file<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"colormag_page_container_layout":"default_layout","colormag_page_sidebar_layout":"default_layout","jetpack_post_was_ever_published":false,"_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":"","jetpack_publicize_message":"","jetpack_publicize_feature_enabled":true,"jetpack_social_post_already_shared":false,"jetpack_social_options":{"image_generator_settings":{"template":"highway","default_image_id":0,"font":"","enabled":false},"version":2}},"categories":[12],"tags":[78],"class_list":["post-18985","post","type-post","status-publish","format-standard","hentry","category-health-and-human-services","tag-sen-kathy-campbell"],"jetpack_publicize_connections":[],"jetpack_featured_media_url":"","jetpack_sharing_enabled":true,"_links":{"self":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts\/18985","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=18985"}],"version-history":[{"count":2,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts\/18985\/revisions"}],"predecessor-version":[{"id":18987,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=\/wp\/v2\/posts\/18985\/revisions\/18987"}],"wp:attachment":[{"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=18985"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=18985"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/update.legislature.ne.gov\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=18985"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
