Senators passed a bill June 4 that will register individuals and entities applying for and acting as navigators for the state\u2019s health benefit exchange.<\/p>\n
The exchange will be established in Nebraska under the Affordable Care Act (ACA), which requires that all exchanges include programs to assist individuals in navigating the new system.<\/p>\n
LB568, introduced by Omaha Sen. Burke Harr, establishes a registration program for navigators within the state Department of Insurance.<\/p>\n
Navigators must be at least 18 years old and will be required to pass an examination and be authorized to act as a navigator. The maximum registration fee will be $25 for an individual and $50 for an entity. Registration will be valid for one year and may be renewed for a fee.<\/p>\n
Navigators will be prohibited from:
\n\u2022 engaging in any activities that would require an insurance producer license;
\n\u2022 violating Nebraska insurance licensure law;
\n\u2022 recommending or endorsing a particular health plan;
\n\u2022 advising consumers about which health plan to choose;
\n\u2022 accepting compensation dependent on whether a person enrolls in or purchases a qualified health plan; or
\n\u2022 failing to respond to an inquiry from the director.<\/p>\n
