Special session convenes, bill introduced

Lawmakers convened Nov. 1 at 2 p.m. for the first day of the 102nd Legislature, first special session.

Gov. Dave Heineman called the special session to consider legislation relating to oil pipelines.

Fullerton Sen. Annette Dubas introduced LB1, a proposal that would create the Major Oil Pipeline Siting Act. The bill would define a major oil pipeline as one greater than six inches in inside diameter.

Among other provisions, LB1 would establish an application process for the routing of a major oil pipeline in Nebraska. The Public Service Commission would be responsible for holding public hearings regarding siting proposals and evaluating and approving applications.

Under the bill, an approved application would be required prior to a company being granted eminent domain rights.

Lawmakers also welcomed newly appointed Sen. R. Paul Lambert of Plattsmouth. Lambert, a former Plattsmouth mayor and city council member, was appointed by the governor Oct. 7 to replace Sen. Dave Pankonin, who resigned.

The Legislature adjourned for the day following introduction of LB1.

Senators will reconvene Nov. 2 at 11 a.m. to continue bill introduction.

Public hearings on proposed legislation are scheduled to begin Nov. 7. The session is expected to last for at least two weeks.
